Manager - Track & Structure

 

Department:        Track & Structure

Reports To:        President/CEO

Headquartered:  Breckenridge, MN

Positions Supervised:  Assistant Managers - Track & Structures, Signal Supervisor, MOW Supervisors, Welding Foreman, and Contractors involved in various maintenance and construction projects.

Position Purpose: 

The Manager – Track & Structure is responsible for developing, leading and executing a safe work environment that is efficient and effective in maintaining the critical track, signal and bridge infrastructure of the RRVW.  The Manager – Track & Structure provides strategic leadership by growing a team that understands, supports and lives the RRVW strategy and core values.

Major Responsibilities:

Establish and develop track, signal and bridge maintenance and construction strategies to safely and effectively support RRVW’s overall business strategy.

 

Work with RRVW’s leadership to develop employees’ growth (succession), awareness and support of RRVW’s core values.

Principal Accountabilities:

  • This position is responsible for establishing infrastructure goals and objectives that support RRVW strategies
  • Make recommendations to executive management for improvement of safety, procedures and policies regarding the construction and maintenance of RRVW’s infrastructure
  • Manage and schedule employee training and testing in each reporting department
  • Create and administer the maintenance budget
  • Direct report for the Assistant Managers – Track & Structure, Signal Supervisor, MOW Supervisors and Welding Foreman
  • Responsible for the compliance of FRA standards of track, signal and bridge safety as well as the required record keeping
  • Work with contractors on our Bridge Management Program, review inspections and budget bridge repairs as needed
  • Act as a company liaison when working with customers, contractors, shippers, vendors, public entities, and/or officials requiring MOW interface
  • Manage and schedule employees in each reporting department, including approving vacation and time off
  • Prepare and administer annual performance evaluations
  • Complete incident and accident reports as required
  • Create and maintains a safe work environment by enforcing safety regulations
  • Supervise inspection of all trackage and right-of-way facilities to ensure safe train operation
  • Maintain close communication, planning and coordination of track work with company employees, supervisors and outside concerns to provide timely status reports and to ensure safe and timely completion of projects
  • Coordinate with Marketing to ensure customer projects are met within railroad industry standards
  • Coordinate with Transportation to ensure availability of railcars and track to execute train operations

Expectations:

  • This position does require 24/7 availability to respond to company emergencies
  • Limited travel is required
  • This position works in an office environment as well as in the field for operations testing or other duties required of the position
  • Ability to create and maintain a safe, positive and trusted environment
  • Be a trusted member of the RRVW’s leadership team that is willing and able to assist and support all staff
  • Ability to consistently manage multiple projects at one time without undue stress or frustration

  • The ability to adapt to change easily and willingly
  • Proficiency with Microsoft applications is expected.

Preferred Qualifications/Experience:

  • Bachelor’s degree or equivalent experience
  • 10 years of progressive responsibilities in railroad engineering field
  • Must have knowledge of the FRA Track Safety Rules, applicable Federal, State and Local laws throughout their territory along with extensive knowledge of GCOR
  • Working knowledge of AREMA recommended practices for Railway Engineering, Signals, and Bridge inspection.
  • Must have strong interpersonal communication skills with a primary focus on conflict resolution
  • Self-starter with a can-do attitude which is demonstrated in persistence to overcome obstacles along with setting and achieving challenging goals
  • Strong analysis and problem solving skills, is able to resolve problems in a timely manner, responds well to questions and demonstrates strong communication skills
  • Strong business acumen – understands the business implications of decisions

POSITION DESCRIPTION

Carman


Inspect, troubleshoot, maintain and repair railroad freight cars in a timely manner in accordance with RRVW, American Association of Railroads (AAR) and Federal Railroad Administration (FRA) standards.  AWS certified is preferred but not required.  Must have a strong work ethic and desire to be part of a team that takes pride in our safety, quality, and customers.  Must be knowledgeable of operation of various power tools.  Ability to frequently climb up and down ladders along with frequent lifting, pushing and pulling.  Must possess a valid driver's license and be insurable to drive company vehicles.  Must be 18 years of age or older.  Employment is subject to pre-employment physical, drug test and background check.

Transportation Specialist

Salary Range     $20.97 - $29.53/hr* - based on experience and qualifications

*         Position may be subject to 90-day probationary period and rate

This position will be represented by the SMART Union

Hours          

Must be able to respond to a call for service at any time within a 24-hour day, including weekends and holidays and an occasional overnight stay may be required.                

 

JOB OBJECTIVE  

To work as a contributing member of a train crew (either as an operator of a locomotive or as a conductor/brakeman); switching freight cars and making up trains in yards or on-line.

 

BASIC QUALIFICATIONS

  • Must possess a high school diploma or equivalent of.
  • Must be self-motivated and able to work independently and with other.
  • Must possess good communication skills.
  • Must have a strong work ethic and desires to be part of a team that takes pride in our safety, quality and customers.
  • Must possess a valid driver’s license and must be insurable to drive company vehicles.
  • Good color vision is required for engineer certification.
  • Must be able to pass required examinations, read and understand safety instructions, book of rules, regulations, timetables, bulletins, waybills, placards, and other written or printed material of all railroads operating over.
  • Must successfully complete engineer qualification and promotion when required.  Previously certified engineers must also provide proof of safe work record as required by 49 CFR 240 from their former employer.
  • Required outdoor work in all types of weather conditions, walking distances on railroad roadbeds, inspecting freight cars, coupling air hoses, climbing ladders, replacing or repairing broken equipment.
  • Position is subject to random drug and alcohol testing.
